Local Integrity Systems: Analysis and Assessment

This framework presents the elements of a local integrity system (LIS) as well as the criteria to be able to evaluate its institutional performance. These are: (1) the actors that belong to the LIS; (2) the regulatory context in which the system operates; (3) the scope of the system: whose integrity is managed?; (4) the interpretation or definition of integrity; (5) the position and role of the core local integrity agency; (6) the presence of compliance-based and values based approaches; (7) the presence of internal and external checks and balances; (8) the political and public support for the system; and (9) its effectiveness and efficiency.
