DESCRIPTION
This toolkit assesses the existence, effectiveness, and citizen access to key governance mechanisms and anti-corruption safeguards at the sub-national level. The indicators seek to measure accountability and transparency across the public sector, considering issues such as: (1) local public financial management and fiscal transfers, (2) local civil service regulations and conflicts of interest safeguards, (3) transparency around local state-owned enterprises and public procurement, and (4) the financing of local political parties and candidates and access to information. Versions of the toolkit have been applied in Latin America (Spanish) and Liberia (English).
