DESCRIPTION
This tool is designed to measure the transparency of Mexican municipalities based on a set of 37 objective indicators. Specifically it measures three areas of transparency: (1) information provided to citizens by the municipal government; (2) the way communications between government and society are established and operate; and (3) transparency in governmental processes.
