DESCRIPTION
This tool is designed to diagnose the health of the procurement system in a country and generate a dialogue with the government on reforms. It aims to: (1) provide a comprehensive analysis the existing legal framework, organizational responsibilities and control and oversight capabilities, present procedures and practices, and how well these work in practice; (2) undertake a general assessment of the institutional, organizational and other risks associated with the procurement process; (3) develop a prioritized action plan to bring about institutional improvements, and (4) assess the competitiveness and performance of local private industry with regard to participation in public procurement.
