DESCRIPTION

These studies use a set of core indicators which allow cross country comparisons to be made in the construction sector. The indicators are designed to measure (1) current levels of transparency; (2) current levels of competition in tender markets; and (3) indicators of construction project performance in terms of time, cost and quality. A baseline study was conducted in each pilot country to provide a point of reference against which to assess change over time in these indicators.
