This methodology is designed for monitoring and evaluatiing the implementation of Colombias online Procurement Portal for Monitoring State Contracting (SICE). Specifically it is designed to: (1) establish the quality, timeliness and relevance of the information published; (2) identify the main achievements and constraints in implementation, and (3) identify whether the portal is contributing to progress in public procurement in the country.
