This report assesses two dimensions of FONAPAZ (a Social Investment Fund in Guatemala) : (1) the legal framework through the analysis of existing standards; and (2) organizational performance through empirical data and interviews. The aim was to identify those areas of high concentrations of discretion and opacity, with the understanding that this creates risks of corruption and political patronage.
